Total handed Martin Linge orders

Norway’s Petroleum Safety Authority (PSA) has issued an order to Total E&P Norge after an audit of the Martin Linge development in the Norwegian North Sea.

Total has until 29 May to comply.

An audit of the Martin Linge project was conducted by the PSA from 28-30 March 2017. Its focus was on technical safety, electrical facilities and maintenance management as well as operator Total’s own follow-up of technical barriers in the commissioning phase at the Samsung yard in South Korea.

On the basis of the observations made during the audit, the PSA gave Total notice of an order.

 “We order Total E&P Norge AS to identify and correct as far as possible faults and deficiencies, and to assess applicable plans, prioritization and use of resources to ensure acceptable commissioning before installation on the field,” says the PSA.

The order also requires the company to initiate measures which can ensure compliance with its procedures for preservation of systems and equipment which take account of the site-specific conditions.

Total has not had good luck with its Martin Linge project.

Earlier this month, six people were killed and more than 20 were injured after a crane fell down at the Geoje yard in South Korea at the site of Total's Martin Linge platform construction. 

The fatality incident was fresh on the heels of the PSA serving Total with the news of finding “serious deficiencies” in its audit of Martin Linge.

Total told OE in April that "Total E&P Norge takes the notice of order from the PSA seriously. We will give feedback to the authority about our corrective actions on the audit findings within the deadline 29 May."
