Offshore Technical Compliance appoints COO

Offshore Technical Compliance (OTC) has appointed David McCubbin as chief operating officer (COO) and Dan Phelps as director – compliance inspection services.

With nearly four decades of oil and gas experience, McCubbin has held numerous engineering and business analysis roles with Exxon and W&T Offshore. In 2003, McCubbin formed Explore Enterprises of America, LLC and as president, led a joint venture with Woodside Energy. He continues as president of Explore Enterprises, managing the company’s producing Gulf of Mexico assets, with the additional role as COO for OTC.

With a background in the US Navy, followed by a career in oil and gas well services, Phelps has been with OTC since 2013 as a senior inspector and senior pressure testing specialist and was instrumental in developing and delivering OTC’s IADC Accredited Drilling Compliance Training Course.

He will continue to be a key contributor offshore but will add quality assurance of inspection services and training to his repertoire when he is onshore,” Bethea concluded.
