PSA audits Goliat facility

From 30 January to 3 February 2017, the Petroleum Safety Authority Norway (PSA) carried out an audit of the planning and execution of work on hydrocarbon-carrying systems for Eni's Goliat facility.

The audit was a sub-activity of an audit series that will continue throughout 2017. The background to this sub-audit includes the seven hydrocarbon leaks that occurred in 2016.

The objective of the audit was to follow up on how Eni is managing risk associated with work on hydrocarbon-carrying systems, and how the compensatory measures implemented for this area are working.

The audit detected one non-conformity associated with knowledge of the status of safety systems.

In addition, improvement points were detected in connection with:

  • Management of competence for personnel with responsibilities and duties linked to hydrocarbon-carrying systems.
  • Dissemination of information
  • Procedures
  • Key locks on valves liable to be incorrectly operated.

Eni has been given a deadline of 12 May 2017 to report on how the non-conformity will be dealt with and how the improvement points will be assessed.
